The Dutch Customs has made a new planning for the transition to the new systems of DMS 4.0 and DMS 4.1. The old planning was previously postponed due to some IT connection issues, which luckily have already been solved.
According to the new planning, the DMS 4.0 and DMS 4.1 should be completely implemented at latest on 1 January 2024. The new DMS 4.0 will replace the current AGS and VENUE systems, and DMS 4.1 will replace GPA and SPA. Furthermore, the processes for Entry in the Declarant’s Records (EIDR, or IIAA in Dutch) are also changed by DMS 4.1.
It’s good to know that according to the new planning of DMS 4.0:
The phase 3 for Pilot Import goes from 1 March 2023 till 24 March 2023, and the phase 4 goes from 27 March 2023 till 28 April 2023. Declarants who exclusively do the normal procedure of import and storage declarations will transition to DMS 4.0 in this phase.
The phase 5 Pilot Export goes from 8 May 2023 to 26 May 2023, and the phase 6 Export goes from 29 May 2023 till 29 September 2023. In this phase, declarants who do storage, import, and export declarations will transition to DMS 4.0. Phase 6 is further divided into 4 sub-phases.
In the new planning of DMS 4.1, all EIDR/IIAA authorisation holders (bonded warehouse, GPA, SPA, temporary import, special destination) will transition to DMS at latest on 31 December 2023.
The EIDR/IIAA authorisation holders receive also a letter from the Customs and be informed of further details regarding the transition. The transition period is divided in 5 phases from December 2022 till January 2024.
